LAO QR · BCEL OnePay · Phajay
Automatic payment confirmation: BCEL OnePay or Phajay
Short answer
Automatic confirmation means a payment provider makes a QR for each order and tells your shop the moment the customer has paid, so the order turns to “Paid” by itself — no slip, no checking. In Laos two providers do that for an online shop: BCEL's own payment gateway (a contract with the bank: 1.5% per OnePay payment plus US$45 a month, registered businesses only) and Phajay, a Lao payment company (sign-up online, 1.6% per payment, no monthly fee, customers of 6 banks). For most shops Phajay is the easier way to start; BCEL only costs less above about US$45,000 of sales a month. LaoCart connects either to your shop on request.

LAO QR, your bank's QR, and automatic confirmation
LAO QR is the national QR standard of the Bank of the Lao PDR: every Lao banking app shows it and scans it. The receiving QR you get from BCEL One, JDB, LDB or another Lao bank is a LAO QR — that is the picture your shop shows customers today.
That QR is static: it carries your account, not the order. So today the customer types the amount, transfers, and attaches the slip, and you check the money before you confirm.
Automatic confirmation needs a provider that generates a QR with the exact amount for each order and tells your shop when it has been paid. It is not “a different QR for your customer to learn”: they still scan with the banking app they have — with Phajay they choose their bank first, with BCEL's gateway they use BCEL One.
Today: QR and slip
- 1.Your shop shows your bank QR with the amount to transfer
- 2.The customer transfers and attaches a photo of the slip
- 3.You check the money in your banking app
- 4.You set the order to “Paid” with one tap
With a provider: confirmed for you
- 1.The shop shows a QR made for that order, with its amount
- 2.The customer scans and pays in their banking app
- 3.The provider tells the shop the payment went through — no slip
- 4.The order turns to “Paid” by itself, in seconds, day or night
LaoCart sets the connection up for your shop on request: once you have your provider account, tell us with the form below and we connect it. The provider's side takes the longest, so a shop that wants it should sign up now.
Two ways to get it
Both give your shop the same thing. They differ in who can sign up, what they cost, which apps your customers can pay with, and where the money lands.

Cheaper when
AAbove about US$45,000 of OnePay sales a month
BBelow that — most shops
Which one?
Easier: Phajay. Everything happens online, there is no monthly fee, there is a test environment, and customers of 6 Lao banks can pay from their own app.
Cheaper for a big shop, and more direct: BCEL. Its 1.5% only beats Phajay's 1.6% once you sell more than about US$45,000 a month, but the money lands in your own BCEL account the next business day instead of a balance you claim.

Option A — BCEL's payment gateway
BCEL calls it the Online Payment Gateway (E-Commerce). It is a contract between your business and the bank; LaoCart is not a party to it.
Who can apply
BCEL signs the gateway contract with a business, not with a person. Its conditions:
- A legal entity registered in Laos: an enterprise registration in your name
- A tax registration
- A savings or current account at BCEL, in kip and/or US dollars
- A website where customers can buy — your LaoCart shop — with its sale terms stated on it
Selling as an individual, without an enterprise registration? BCEL will not sign the gateway contract. See option B, or keep taking payments with QR and slip and register an enterprise later.
Documents to bring
- BCEL's application form, filled and signed (below)
- Enterprise registration (copy)
- Tax registration (copy)
- ID card, family book or passport of the owner (copy)
- Work permit or residence card, for a foreign owner
How to apply, step by step
Count a few weeks: the bank checks the business and prepares the contract.
- 1Open a BCEL account in the business's name if you have none — in kip, and in US dollars too if you sell abroad
- 2Download BCEL's application form below, tick “Payment Gateway” and “QR Online → BCEL OnePay”, fill in the business, the owner and your BCEL account number
- 3Attach the documents listed above; sign and stamp as the owner named on the enterprise registration
- 4Bring it to BCEL's Card Center at the head office in Vientiane, or to your branch — or write to them first; the contacts are below
- 5Sign the contract. BCEL then connects the gateway and gives you your merchant access (a merchant ID and keys): keep them secret, like a password
- 6Tell LaoCart with the form at the bottom of this page: we connect your shop — included in Pro, 990,000 kip a year on Basic and Starter
BCEL's application form
The bank publishes one form for all its online payment services; the same paper is the contract. It is in English, 3 pages, with an authorisation letter attached in case somebody signs for the owner.

What the form asks
- 1The service: tick “Payment Gateway” (the others are e-invoice, virtual terminal and recurring payment)
- 2The payment types: tick “QR Online — BCEL OnePay”; cards and the other QR brands are optional and cost more
- 3The business: name, address, telephone, e-mail, website address (your shop's address) and the enterprise registration number
- 4The owner: name, title, date of birth, nationality, ID or passport number, address, telephone, e-mail
- 5Your BCEL account number (18 digits)
- 6Your expected sales per month (orders and value), whether you sell to customers abroad, and the delivery company you use
- 7Up to three people who will use BCEL's merchant portal: one admin and two users, with their 020 numbers
- 8The contract's fee article: 1.5% per OnePay payment, 3.5% for the other QR brands, US$45 a month
Where to send it
BCEL Card Center, head office, Vientiane — or any BCEL branch. Ask for the “Online Payment Gateway / E-Commerce” service.
Option B — Phajay
Phajay is a Lao payment gateway for online shops and apps: payment QR, payment links, subscriptions and cards, charged per successful transaction. Its documentation is public and it has a test environment — which is why the LaoCart connection can be built and tested with it.
How to sign up
Everything is online; keep your documents at hand for the KYC step.
- 1Open portal.phajay.co, press Register, fill in your details and confirm the code sent by SMS or e-mail
- 2You get a test key at once — LaoCart uses it to connect and test your shop without real money
- 3Make 5 real payments through the payment QR or a payment link (Phajay asks for that before KYC)
- 4Submit the KYC in the portal: business name and registration details, what your shop sells, the owner or representative, the bank account for settlement, and your documents (licence, ID)
- 5Phajay reviews it and may ask questions; then your production keys are switched on
- 6Your customers pay from their own bank app: BCEL One, JDB, LDB, Indochina Bank (IB), ST Bank, M-Money
- 7Claim your balance in the portal (Payment History → Claim); Phajay approves and transfers it to the bank account of your KYC
Phajay's fees (per successful transaction)
- Payment QR
- 1.6%
- Payment link
- 1.6%
- Subscription through BCEL
- 1.65%
- Visa · Mastercard
- 4.15% · 5.15%
- Alipay · WeChat Pay
- 4.15%
Where the money is
Payments go to your Phajay balance, not straight to your bank. You claim them from the portal and Phajay's staff approve the transfer to the bank account you gave at KYC. Phajay's documentation does not publish how long that takes or whether a fee applies — ask them before you sign up, and claim regularly.
- The QR the customer scans is the one of the bank they chose; a BCEL customer pays in BCEL One
- A webhook tells the shop the moment a payment succeeds — that is what turns your order to “Paid”
- Refunds and cards exist too; LaoCart starts with QR and payment links
On LaoCart's side
- Pro plan
- Included
- Basic or Starter
- Add-on 990,000 kip a year
- Commission
- None — the provider's fee is the only one
The connection is set up shop by shop, on request, once you have your provider account. Nothing is charged until it works on your shop. Either provider can be connected; Phajay is the quicker one to connect, because it has a test environment.
Example: an order of 300,000 kip costs 4,500 kip in fee with BCEL (1.5%) or 4,800 kip with Phajay (1.6%); you receive the rest.

Common questions
Do I need this to sell on LaoCart?
No. Every shop takes payments from day one with your own QR and the customer's slip, with no fee to anyone. A provider only removes the checking and the wait: the order confirms itself, even at night.
Is LAO QR different from my bank's QR?
No. LAO QR is the standard; your BCEL One, JDB or LDB receiving QR is one. Automatic confirmation is not a different QR for the customer — it is a provider that makes the QR per order and confirms the payment to your shop.
Which apps can my customers pay with?
With Phajay, the customer picks their bank: BCEL One, JDB, LDB, Indochina Bank (IB), ST Bank, M-Money. With BCEL's gateway, BCEL One — the most used app in Laos. Cards, Alipay and WeChat Pay are optional with both, at higher rates.
Does LaoCart take a percentage?
No. The provider's fee (1.5% at BCEL, 1.6% at Phajay) is the only one. LaoCart's part is the yearly add-on (990,000 kip on Basic and Starter), included in Pro.
I sell as a person, not a company. Which one can I get?
BCEL signs only with a registered business. Phajay's KYC asks for business details and documents too; its documentation does not say whether a seller without an enterprise registration is accepted — ask them on WhatsApp before you count on it. Until then, QR and slip keep working.
Which one is cheaper?
Phajay, unless you sell more than about US$45,000 a month: BCEL's 1.5% plus US$45 a month only wins above that.
When do I get the money?
BCEL: in your BCEL account the next business day. Phajay: in your Phajay balance at once; you claim it to your bank account and Phajay approves the transfer — the delay is not published.
Is it available on LaoCart today?
Yes, on request: once you have your BCEL or Phajay account, tell us with the form on this page and we connect it to your shop. The provider's side is what takes time, so sign up with them now.
